TRENDS OF EMPLOYEES IN THE MINISTRY OF CULTURE AND INFORMATION TOWARDS ELECTRONIC MANAGEMENT: A CASE STUDY

Abstract


The study aims to identify the current state of the Electronic ManagementProject in the Ministry of Culture and Information, the attitudes of employees in theMinistry of Culture and Information towards electronic management through the positivesof electronic management, its obstacles and the requirements of its development. Also, toidentify the statistical differences of attitudes of employees in the Ministry of Informationtowards electronic management according to the following variables: age, scientificqualification, job rank. The problem of the study is the weak participation of the humanfactor and the poor utilization of his experience and views in the application of electronicmanagement in order to find solutions to the problems encountered by the ministry. Theresearcher used the descriptive analytical approach for the study. Questionnaires were usedas a tool for collecting information. The study sample consisted of (113) questionnaires outof (140) questionnaires. The study concluded a number of results, the most important ofwhich are: E-management leads to the following advantages: Achieving more work andaccuracy of documenting work procedures. Providing services electronically help tosimplify work procedures and develop the capabilities of the employees to provide betterservices. The constraints of electronic management are also highlighted by inadequatetraining programs, lack of specialized human resources, insufficient opportunities providedfor employees by their employers to make decisions and weak incentives that encourageemployees to shift to electronic management. The most significant results for therequirements for the development process were the development of infrastructure, provisionof the necessary support and encouragement from senior management, provision ofadequate budget for the expansion and development in electronic management and theexistence of legislation and regulations appropriate for electronic management. The resultsof the study showed that there were no differences in the responses of the sample memberstowards the electronic management according to the age, the scientific qualification and thejob rank variables. The study concluded a number of recommendations, the most importantof which are the investment of the human mind through the use of the knowledge andexperiences of the employees in the field of electronic management, the need to spread the culture of the use of electronic transactions among employees and encourage them toelectronic management work by the senior management through the provision ofincentives, the development of plans and strategies for the expansion of the application ofelectronic management in all different branches of the ministry and utilization of the uniqueexperience in other sectors in the field of electronic management.
